Meet Dr. Jag
I have devoted my career to helping students grow into healthy, confident, and prepared young people—able to think critically, make strong choices, and build a future filled with opportunity. My own path in education was not always easy. As a child, I struggled to read—often feeling unseen and unsure of my place in the classroom. But with persistence and the support of educators who refused to give up on me, I found my voice and discovered my strength as a learner. Today, I carry that journey with me—not as a barrier, but as proof of what’s possible when people believe in you.
As a teenage mother, I faced challenges that could have derailed my future. But with the unwavering support of my grandmother, my mother, and trusted teachers, I persevered—finishing high school and becoming the first in my immediate family to earn a four-year college degree. Those experiences didn’t define my limits—they revealed my potential and shaped my belief—and my purpose—that every child deserves caring adults who see their brilliance and open doors of possibility.
Over the past 25+ years, I have served students and families across California—as a special education, GATE, and general education teacher in Los Angeles and Emeryville, a principal in the Bay Area who led a school turnaround, and a county education leader serving as Executive Director at the San Diego County Office of Education and Chief of Learning and Accountability at the Alameda County Office of Education. In these roles, I led system-level efforts to strengthen teaching and learning, improve outcomes for students, and support districts in driving meaningful, lasting change.
My own educational journey has also shaped my leadership. I earned a Doctorate and Master’s in Educational Leadership from Mills College, a Master’s in Special Education from National University, and a Bachelor’s in Kinesiology from San Francisco State University. These experiences deepened my understanding of how policy, teaching, and leadership must come together to transform outcomes for students.
These experiences across multiple regions of our state have given me a broad and deep understanding of what works—and what doesn’t—when it comes to improving schools. I now bring that statewide experience and proven results home to Contra Costa County, where I currently serve as School Board President in Antioch Unified—championing student-centered policies, strengthening literacy, supporting safe schools, and building strong partnerships between schools, families, and the community.
I also led efforts to bring people together for solutions, including launching Antioch’s STEM In-Living Color event and co-chairing the City-Schools Committee to advance a “Whole Child, Whole Community” vision that aligns city and school resources for the benefit of our youth and neighborhoods.
I believe deeply in public education as a gateway to opportunity—whether that path leads to college, the trades, the military, or a meaningful career. This is my life’s work. My experiences across California have prepared me to lead with clarity, courage, and results—and I am ready to serve Contra Costa County as your next Superintendent of Schools.
- Strengthened Leadership at Antioch Unified
Helped lead the successful hiring of a new superintendent, ensuring stable, student-centered leadership for Antioch’s future. - Stood Firm for a Safe, Respectful School Culture at Antioch Unified
Took decisive action to eliminate harmful adult behaviors—including taking personnel action where necessary—to protect students and uphold professional conduct across the district. - Led the Push for Systemwide Literacy Improvement Pushed for a comprehensive literacy strategy at Antioch Unified, supporting training and implementation of a districtwide TK–3 literacy program to build strong early reading skills for all students.
- Launched a Teacher Residency Program at ACOE
At the Alameda County Office of Education, partnered with Alder Graduate School of Education to launch an accredited Teacher Residency Program designed to expand the educator pipeline, diversify the workforce, and place highly prepared teachers into local classrooms. - Built the First Equity Department at a County Office
Established the first Equity Department at a county office of education (San Diego County Office of Education), creating a comprehensive structure to address systemic inequities and uplift vulnerable student groups through data-informed, student-centered practice. - Recognized for Excellence
At the San Diego County Office of Education, awarded $1.25 million by the California Department of Education to lead the statewide Equity Performance and Improvement Program—an initiative still used today by participating schools across San Diego County to drive continuous improvement for Black, Latino, multilingual learners, Students with Disabilities, and students experiencing poverty. - Turned Around a Low-Performing School in Emeryville
As principal in Emery Unified, transformed a low-performing school into a high-performing campus—raising academic achievement, strengthening climate and culture, and restoring community trust. - Created the Equity-Conscious Leadership Framework®
Developed a Leadership Framework and Readiness Continuum™, now used nationwide to help leaders notice challenges and opportunities, reflect on root causes, and take strategic action that transforms systems and expands opportunity for all students.
